Medico-Legal Experience

Mr Jose Sebastiao is a dynamic and business-oriented Senior Registered General Nurse (RGN) with over a decade of diverse clinical and managerial experience across the UK and Europe. He specialises in Continuing Healthcare (CHC), Best Interest Assessments (BIA), Functional Disability Evaluations, and Expert Witness reporting.

He accepts instructions for both claimants and defendants and can opine on cases relating to clinical negligence, personal injury, causation, condition and prognosis, breach of duty, and liability. Mr Sebastiao has been an expert witness since 2019, and has completed many reports on palliative care, mental health issues, dementia care, and tissue viability.

He provides reports and case management for individuals with catastrophic injuries, delivering objective clinical assessments to support litigation and rehabilitation planning. He has collaborated with legal teams, clients and Multidisciplinary Teams (MDTs) to coordinate tailored evidence-based care and optimise long-term outcomes.

Mr Sebastiao maintains up-to-date knowledge of national frameworks, case law and statutory guidance, and is available to provide oral evidence in court when required.

Clinical Experience

Mr Sebastiao is a highly experienced and versatile registered nurse with over 14 years of experience across the NHS and private sectors, specialising in NHS Continuing Healthcare (CHC), complex case management, and disability assessment.

As a Continuing Healthcare (CHC), a personal health budget specialist, and a Complex Clinical Case Manager at CHS Healthcare/UB Healthcare, he supports both NHS Continuing Healthcare and hospital discharge pathways.

Since October 2023, he has also held the role of Absence Management Assessor at Form Health (UK) Ltd. His extensive clinical experience includes working as a Clinical Auditor for Save Face Ltd, a Funded Nursing Care (FNC) Nurse Assessor for NHS Islington Clinical Commissioning Group, and as a Functional Disability Assessor with Capita Health & Wellbeing and MAXIMUS.

Earlier in his career, he worked as a locum Registered General Nurse via Pulse Healthcare. He holds a Nursing degree from Instituto Politécnico de Beja, Portugal, completing his studies between 2006 and 2011.
