Dr Woodall is a GMC registered General Practitioner and experienced Expert Witness. He has completed Bond Solon Expert Witness Training in report writing and courtroom skills and is fully conversant with Civil Procedure Rules (CPR) Part 35, relevant Practice Directions, and the Guidance for the Instruction of Experts in Civil Claims (2014).
He is a member of the Faculty of Expert Witnesses and understands the procedural and evidential requirements of medico-legal work, providing objective, balanced, and evidence-based opinions to assist the court. His reports comply with the Civil Justice Council standards and are written in a clear, reasoned, and court-compliant format.
Dr Woodall accepts instructions from both claimant and defendant solicitors, and is able to provide desktop reports, condition and prognosis assessments, causation analysis, and breach of duty opinions. He has a particular interest in mental health issues and delayed referral in primary care and has produced thorough reports on these topics.
As a Senior Case Investigator for all deaths in custody (prison and police custody suites) in Wales, Dr Woodall has conducted over 50 detailed investigations, analysing clinical records, interviewing staff, and producing comprehensive reports with clear findings and recommendations.
Dr Woodall combines first-hand clinical experience, investigative expertise, and a strong understanding of legal process, enabling him to provide high-quality, objective expert evidence. His approach is meticulous, fair, and guided by a commitment to supporting the court in reaching a just and evidence-based conclusion. Has been requested to attend inquests as an expert witness, demonstrating professional recognition of his expertise.

Dr Woodall’s availability is 1 week and has a report turnaround time of 4 – 6 weeks.
Dr Woodall was a GP partner for nearly 15 years, he is now at Powys Teaching Health Board (PTHB) as a GP principal, leading in integrated care, he provides specialist GP care to patients with serious mental illness and substance misuse, particularly those who are disengaged from routine primary care services.
He is the Lead GP Inspector for General Practice in Wales, appointed by the Welsh Government, with responsibility for overseeing all GP inspection processes across Wales and providing national clinical leadership in quality assurance and improvement.
He also offers expert clinical input on physical health concerns for patients in psychiatric and community hospital settings. Dr. Woodall holds a certification in Substance Misuse from the Royal College of General Practitioners (RCGP), reflecting his advanced expertise in this area.
He continues to work as an out-of-hours GP, as a locum GP in understaffed practices across the UK and provides expert input on complex cases with multimorbidity and polypharmacy.
Dr Woodall has experience of caring for service personnel as a civilian medical practitioner, having worked at a number of Army and RAF bases in the UK and overseas. This included occupational grading assessments (PULHEEMS) for military personnel as part of that work.
Dr Woodall is Honorary (visiting) Professor at the University of South Wales and Honorary Clinical Senior Lecturer in Primary Care and Mental Health at University of Liverpool. He worked for two years as a medical research scientist at the University of California Berkeley, and has published over 40 papers of international impact that has led to government policy change within the UK.
Dr Woodall has 21 academic prizes, awards and fellowships spanning his career throughout science and medicine. Having over 40 publications these include peer-reviews, research papers, reviews, book chapter discussions and debate papers.
