Medico-Legal Experience

Dr Breen is a practising NHS Consultant with dual accreditation in Intensive Care Medicine and Anaesthesia. Since 2018, he has prepared independent expert witness reports in clinical
negligence and personal injury cases throughout the United Kingdom and Republic of Ireland.

Dr Breen has expertise across all areas of general intensive care, including the management of critically ill patients with multi-organ failure, sepsis, trauma and peri-operative complications. His reports are clear, balanced, evidence-based and fully compliant with Civil Procedure Rules Part 35. He has often prepared evidence for the Courts in matters of clinical negligence and personal injury.

Dr Breen’s medico-legal expertise is supported by formal training in expert witness work, and he holds the Cardiff University Bond Solon (CUBS) Civil Expert Certificate. Over the six years, Dr Breen has diligently reported over 60 cases. He maintains a healthy Claimant to Defendant ratio and is happy to opine on breach of duty, condition and prognosis, causation and liability.

Dr Breen’s appointment availability 3-4 weeks and his report turnaround is 4-6 weeks.

Clinical Experience

Dr Breen was appointed Consultant in Intensive Care Medicine and Anaesthesia at Leeds Teaching Hospital Trust (LTHT) in 2005, working across both Leeds General Infirmary (LGI) and
St James’s University Hospital (SJUH).

He has an outstanding record in clinical leadership and service development, having served as Lead Clinician for Adult Critical Care at SJUH for five years, followed by seven years as Clinical Director for Adult Critical Care across all LTHT hospitals. During his tenure, the service achieved a CQC “Outstanding” rating in 2018, reflecting his commitment to the delivery of safe, highquality care. His leadership and contributions were recognised with National Clinical Excellence Awards in 2019 and 2023.

At a national level, Dr Breen is an elected member of the Executive Council and Board of Trustees of the Intensive Care Society (ICS), where he currently serves as Honorary Secretary
and Chair of the Professional Standards Division. He co-founded the ICS Point-of-Care Ultrasound (POCUS) education programme, leading its development into the world’s first
modular ultrasound training pathway for intensive care professionals.

Dr Breen holds a Master of Business Administration (MBA) with a focus on healthcare management and leadership and has undertaken formal NHS training in quality management and incident investigation. During the COVID-19 pandemic, he led the intensive care service in Leeds and served as Clinical Director for the NHS Nightingale Hospital Yorkshire and the Humber. He is also a member of the editorial board for the UK General Provision of Intensive Care Services (GPICS) manual, contributing to the setting of national quality standards for intensive care across the NHS.
