Dr Loughlin has been producing medico-legal reports since 2000. He has prepared reports in cases involving personal injury, work-related stress, post-traumatic stress disorder (PTSD), fitness to work, mental capacity assessments, Lasting Power of Attorney and testamentary capacity. All reports are prepared in accordance with the Civil Procedure Rules and Woolf reforms
He has completed Bond Solon and APIL training in medico-legal report writing and courtroom skills, and has undertaken further advanced medico-legal and court skills training, including Specialist Info and Bond Solon programmes.
Dr Loughlin has a balanced caseload of clinical negligence and personal injury work and is experienced in providing independent expert opinion on condition and prognosis, breach of duty, liability, and causation, where these fall within his psychiatric expertise.
He currently completes approximately 100 medico-legal reports per year, with 40 or more relating to clinical negligence matters.
In 2022, Dr Loughlin became an Accredited Mediator with the Society of Mediators, 218 Strand, London. This training supports his ability to consider and analyse both medical and legal perspectives in complex cases.

Dr Loughlin is a Consultant Psychiatrist with almost 30 years’ experience in the assessment, diagnosis and treatment of mental health conditions in adults. His clinical expertise spans a wide range of disorders, including ADHD, bipolar disorder, depression, generalised anxiety disorder, obsessive-compulsive disorder, panic disorder, psychotic disorders, and cognitive and memory conditions.
He holds Approved Clinician status and is a Section 12 Approved Doctor, enabling him to undertake Mental Health Act assessments. Dr Loughlin is known for his holistic, non-judgemental and patient-centred approach, working collaboratively with patients with empathy and respect. Where clinically appropriate, he prioritises psychological treatments before medication, rather than focusing solely on diagnostic labels.
Dr Loughlin has a strong academic and research background. In 2014, he led the development and opening of the Berkshire Memory and Cognition Research Centre at the University of Reading, and during his NHS career he served as a Principal Investigator in several dementia research studies.
In his current private practice, Dr Loughlin sees patients in Windsor and Guildford and holds admitting rights at the Cardinal Clinic in Windsor.
He routinely undertakes occupational health assessments for employers and insurers.
He also offers advanced cognitive performance assessments in collaboration with Creyos (formerly Cambridge Brain Sciences), using scientifically validated, web-based tools to monitor cognitive function over time.
